　　IV. Competitions Rules

　　The Competition sets up four tracks: artificial intelligence, intelligent manufacturing, industrial Internet, and digital creativity. Itselects digital innovation and creative technology or product projects from around the world.

　　Among them:

　　Artificial Intelligence Tracksets three directions:AI Innovation Technology, AI Application Scenarios Demonstration, and AI Innovation & Creativity

　　Intelligent Manufacturing Tracksets three directions:Intelligent Manufacturing Equipment Innovation, Software Systems & Platform Innovation, and System Integration Solutions Innovation

　　Industrial Internet Tracksets three directions:Optimization of Individual Internet and Digital Workshop, Industrial Internet Operation, and Development & Innovation of Industrial Agent Applications

　　Digital Creativity Tracksets three directions: Animation Design, Virtual Reality, and “Digital Creativity +”

　　V. Eligibility and Requirements for Participation

　　1.Eligibility for Participation

　　a.Individuals or teams engaged in or planning to engage in the field of digital technology at home and abroad (such as employees of enterprises and public institutions, teachers and students of colleges and universities, flexible employees, etc.) can all sign up for the Competition based on digital innovation and creative technology or product projects. Participants are not restricted by nationality, age or educational background. The number of team members participating in the competition should not exceed 8.

　　a.The participants must not have any issues or potential risks in terms of legal qualifications, physical conditions or mental health that may prevent them from participating in the Competition. Once verified, the Organizing Committee of the Competition reserves the right to disqualify the participants at any time, and the participants shall bear the legal consequences themselves.

　　2. Requirements for Participation

　　Participants are responsible for the legality, authenticity, accuracy and integrity of the submitted projects. They mustensure that there are no intellectual property rights disputes in the technology or product projects, no infringement of the relevant legal rights of the third party, and no state secrets or commercial secrets involved.If any consequences or legal responsibilities arise from illegally obtaining a competition project, they shall be borne by the individual or team leader of the Competition. The competition organizer shall not bear any legal responsibility. The specific requirements for the participating projects will be formulated separately.

　　VI. Competition Schedule

　　The Competition is divided into several stages, including the press conference, publicity and mobilization, registration for participation (including qualification review), preliminary round, final round and closing ceremony.

　　1.The press conference will be held on July 31, 2025 to launch the Competition and release the Competition Announcement.

　　2.Publicity and Mobilization

　　After the release of the Competition Announcement, 16 citiesof Shandongshould carry out the promotion of the Competition through online and offline ways such as news publicity, directional invitation, university information conference, and enterprise promotion for well-known universities and enterprises with more digital majors at home and abroad, and strive to improve the awareness of the Competitionandattract more outstanding digital talents to sign up.During the competition period, we will continue to carry out news publicity through media platforms such as the Wechat official accounts of "Shandong Human Resources and Social Security" and "Shandong Human Resources and Social Security Magazine", and conduct special reports in the magazine Shandong Human Resources and Social Securityat appropriate times.

　　3.Competition Registration

　　Since the date of this announcement, participants can sign up throughthe official website(https://www.sddztech.com/zt/sdsz/ )and prepare and submit entries according to the requirements (entries is given priority to with PPT format.Manuscriptsand video can be used as the attachment).The registration deadline is September 30, 2025. During the registration period, comprehensive consultation services will be provided and dedicated personnel will be assigned to review the completeness of the registration materials and the eligibility for participation. Incomplete registration materials will be returned promptly for revision and improvement. Those whose qualifications do not meet the requirements will not be included in the selection scope of the preliminary round.

　　4.The Preliminary Round

　　The preliminary round is scheduled to start in early October 2025 and end by the end of October. During this period, the Competition Review Committee will organize experts to conduct a written review of the entries submitted by the participants (participants do not need to be present), and determine the list of projects advancing to the final round.

　　5. The Final Round and Closing Ceremony

　　The final round is scheduled to be held in November 2025. Representatives ofprojects that advance to the final shall be present tocompete on-site (overseas projects or other projects that cannot compete on-site can participate online).The Competition Review Committee will organize experts to determine the awards through forms such as the participants' roadshow defense and achievement display. During the final round, activities such as exchange and connection, as well as publicity and promotion, will be held simultaneously. Relevant enterprises and professional investment institutions from both within and outside Shandong will be organized to observe the participating projects. This will build a display platform and negotiation and connection channels for enterprises, institutions, projects, talents and other parties, promoting the implementation and transformation of outstanding digital projects in Shandong and attracting more digital talents.

　　VII. Award Settings and Reward Policies

　　The competition is divided into four tracks: artificial intelligence, intelligent manufacturing, industrial Internet, and digital creativity. Each track will have 3 first prizes, 9 second prizes, 12 third prizes, and several merit prizes (the number of prizes can be adjusted according to the number of registered projects).The winners will be presented with trophies and certificates by the Department of Human Resources and Social Security of Shandong Province. The following rewards and support policies will also be provided:

　　1 First Prize Reward Policy

　　a. A cash prize of 10,000 RMB will be awarded to the winning individual or team.

　　b. If the winning contestants are promoted to a higher-level engineering and technical title for the first time and meet the conditions of the professional title evaluation standards in our province, they can apply for the review two years in advance. Among them, personnel from private enterprises and flexible employees who have not participated in professional title evaluation can apply to the Competition Review Committee for recommendation based on their academic and technical skills as well as professional capabilities, and directly apply for the corresponding level of engineering and technical professional titles.

　　c. The person in charge of the winning individual or team can also be recommended to participate in the comprehensive assessment of the "Shandong Talent Benefit Card" in accordance with the regulations. Those who meet the conditions will be awarded the "Shandong Talent Benefit Card" and enjoy the "green channel" service for high-level talents in Shandong Province. They can directly apply for the evaluation of senior or associate senior professional titles in accordance with the Direct Express Measures for the Evaluation of Senior Professional Titles for High-level Professional and Technical Talents in Shandong Province.

　　2. Reward Policies for the Second and Third Prizes

　　a.A cash prize of 5,000 RMB will be awarded to the individual or team that wins the second prize. A cash prize of 3,000 RMB will be awarded to the individual or team that wins the third prize.

　　b.The individuals or team leaders who win the second and third prizes can enjoy the professional title evaluation policy stipulated in the second item of the first prize reward policy.

　　For the above-mentioned award-winning contestants who have not been employed or started businesses in Shandong province, if they come to Shandong for employment or entrepreneurship within three years of winning the award (for college graduates, it is calculated within three years from the date of graduation), they can also enjoy the relevant support policies such as the “green channel” service for high-level talents and professional title evaluation listed in Articles 1and 2 in Part VII. For the winning contestants who are personnel from units that independently evaluate and appoint professional titles such as universities and research institutes in our province, the support policies for professional title evaluation can be implemented by reference.

　　3. Other Reward Policies for Winning Contestants

　　a. The award-winning contestants who have already found employment or started businesses in Shandong province can be regarded as having completed 60 hours of professional subjects in the continuing education for professional and technical personnel in one year. The award-winning situation can be used as an important reference for the application and evaluation of engineering and technical titles.

　　b. The organizer will conduct real-name registration for the award-winning students. The human resources and social security bureau of the prefecture-level city where their employment intentions are located will assign employment and entrepreneurship service specialists in their graduation year to provide them with precise employment and entrepreneurship services.

　　c. The organizers will enhance the publicity and promotion of the winning projects through the competition platform, post-competition activities, etc., thus facilitating the implementation and transformation of the projects and expanding their market influence.

　　d. The organizers will recommend the winning projects to professional institutions for continuous follow-up. Such institutions offer a full range of services for the transformation of scientific and technological achievements, including project outcome negotiation and connection, transaction registration, and investment and financing services. Qingdao City will assist the participating projects that plan to be implemented and transformed in Qingdao to enjoy support policies in terms of land use, office space subsidies, factory construction, project investment, and government fund support.

　　e. The human resources and social security bureaus of each city may, in light of their actual work conditions, study and formulate reward and support policies for their respective regions. The successfully introduced award-winning projects and contestants will be included in the scope of the municipal high-level talent recognition, and corresponding services and guarantees such as the "green channel" for high-level talents, the selection of talent engineering projects, and the implementation and transformation of industrial projects will be provided.

　　4. Reward Policies for Participating and Organizing Institutions

　　Institutions that have made outstanding contributions to the Competition in recommending excellent contestants and projects, as well as those that have performed outstandingly in the Competition's preparation, promotion, hosting and other event organization work, will be awarded the Excellent Organization Award by theHuman Resources and Social Security Department of Shandong Province.

　　VIII. Notifications

　　1.The Competition does not charge any fees to the participants.

　　2.The official website of The 1stShandong Digital Engineers Innovation and Creativity Competition & International Digital Engineer Invitational Contest is the only official release channel of the competition and does not entrust any unit (third party) to release it.
