At a press conference held by the Shandong Provincial Government on July 31, Zhang Tao, Secretary of the Party Leadership Group and Director of the Provincial Department of Human Resources and Social Security, introduced that the province has formulated and implemented the "Several Measures to Accelerate the Cultivation of Digital Talent and Support the Development of the Digital Economy in Shandong Province." The measures include organizing and implementing the Digital Talent Empowerment Campaign for High-Quality County Developmentand the Digital Engineer Project, leveraging policy guidance, platform support, and service guarantees to deliver a comprehensive set of policies covering the attraction, cultivation, retention, and utilization of digital talent. These efforts aim to provide strong talent support for addressing "bottleneck" technologies in the digital field.

　　In recent years, rapid advancements in internet, big data, cloud computing, and artificial intelligence technologies have fueled a surge in demand for digital talent. The Shandong human resources and social security department has high-quality training programs for digital technology engineers, cultivating and selecting a group of training institutions to conduct standardized training and social evaluations, with an annual average of over 1,200 digital technology engineers trained. Zhang Tao stated that, based on the actual needs of the digital economy industry, the goal is to train more than 3,000 digital technology engineers within three years, with annual training of over 600 digital industry professionals and 1,500 digital skills professionals—including more than 500 high-skilled digital talents—while also providing digital employment skills training to key groups for no fewer than 10,000 people annually. Alongside accelerating the cultivation of digital talent, the province is also leveraging flexible policies like "case-by-case approval"to attract strategic scientists and leading talents in the digital field.
